But they\u2019re both also nearing their 200,000-vehicle ceiling that soon triggers <a href=\"https:\/\/www.greencarreports.com\/news\/1135425_toyota-nissan-ev-tax-credit-phaseout-soon-affordability-window\" target=\"_blank\" rel=\"noopener\">the end of the full $7,500 EV tax credit<\/a>. On Friday, the National Highway Traffic Safety Administration <a href=\"https:\/\/www.greencarreports.com\/news\/1135480_steeper-fleet-fuel-economy-standards-will-bring-more-hybrids-and-evs\" target=\"_blank\" rel=\"noopener\">finalized tougher fleet fuel economy standards<\/a> that will bring the passenger-vehicle and light-truck fleet to about 49 mpg in 2026. These standards, steeper in their yearly advances versus an earlier Biden administration proposal, replace standards introduced by the Trump administration and might lead to about 17% EV and plug-in hybrid sales by 2026. Earlier in the week the federal government <a href=\"https:\/\/www.greencarreports.com\/news\/1135435_feds-reinstate-higher-fines-for-automakers-failing-to-meet-mpg-standards?pvtoken=1648534603\" target=\"_blank\" rel=\"noopener\">reinstated higher penalties<\/a>\u2014and their collection\u2014for automakers that fail to meet the standards. That could assure Tesla of a \u201clucrative revenue stream\u201d from emissions credit sales\u2014and, perhaps, a higher value for those credits. And amid all of this, an alliance of 16 states and ethanol groups continue <a href=\"https:\/\/www.greencarreports.com\/news\/1135473_automakers-back-epa-rules-amid-opposition-states-ethanol-interests\" target=\"_blank\" rel=\"noopener\">to challenge the EPA emissions rules<\/a>, alleging that they signal the EPA is favoring one technology over another.\u00a0<\/p>\n<div class=\"image_wrapper\" readability=\"7\"><img decoding=\"async\" name=\"tccimg_100782676_m\" title=\"USPS Next Generation Delivery Vehicle  -  Oshkosh Defense\" src=\"data:image\/png;base64,R0lGODlhAQABAAD\/ACwAAAAAAQABAAACADs=\" alt=\"USPS Next Generation Delivery Vehicle  -  Oshkosh Defense\" width=\"640\" height=\"437\" data-width=\"1024\" data-height=\"700\" data-url=\"https:\/\/images.hgmsites.net\/lrg\/usps-next-generation-delivery-vehicle--oshkosh-defense_100782676_l.jpg\" data-src-h=\"https:\/\/images.hgmsites.net\/hug\/usps-next-generation-delivery-vehicle--oshkosh-defense_100782676_h.jpg\" data-src=\"https:\/\/images.hgmsites.net\/lrg\/usps-next-generation-delivery-vehicle--oshkosh-defense_100782676_l.jpg\" data-src-l=\"https:\/\/images.hgmsites.net\/lrg\/usps-next-generation-delivery-vehicle--oshkosh-defense_100782676_l.jpg\" data-src-m=\"https:\/\/images.hgmsites.net\/med\/usps-next-generation-delivery-vehicle--oshkosh-defense_100782676_m.jpg\" data-src-s=\"https:\/\/images.hgmsites.net\/sml\/usps-next-generation-delivery-vehicle--oshkosh-defense_100782676_s.jpg\" class=\"lazy\"\/><\/p>\n<p>USPS Next Generation Delivery Vehicle &#8211; Oshkosh Defense<\/p>\n<\/div>\n<p dir=\"ltr\">The U.S. Postal Service is effectively <a href=\"https:\/\/www.greencarreports.com\/news\/1135451_usps-ups-its-order-of-electric-mail-trucks-amid-continued-controversy?pvtoken=1648624448\" target=\"_blank\" rel=\"noopener\">doubling its order of electric mail trucks<\/a>, in a surprise move that throws another wildcard into a confusing hand surrounding its next-generation trucks, which will start being used on routes in 2023.<\/p>\n<p dir=\"ltr\"><strong><strong\/><\/strong>If the U.S. builds policy around all-electric passenger vehicle sales by 2035 and all-electric heavy-duty trucks by 2040, the American Lung Association this week projected <a href=\"https:\/\/www.greencarreports.com\/news\/1135466_report-us-policy-shift-to-evs-renewable-energy-health-costs?pvtoken=1648712456\" target=\"_blank\" rel=\"noopener\">a cumulative $1.2 trillion in public health benefits from 2020 to 2050<\/a>. That\u2019s in addition to global climate benefits.\u00a0<\/p>\n<div class=\"image_wrapper\"><img decoding=\"async\" name=\"tccimg_100830788_m\" title=\"VinFast VF 8 Prototype\" src=\"data:image\/png;base64,R0lGODlhAQABAAD\/ACwAAAAAAQABAAACADs=\" alt=\"VinFast VF 8 Prototype\" width=\"640\" height=\"360\" data-width=\"1024\" data-height=\"576\" data-url=\"https:\/\/images.hgmsites.net\/lrg\/vinfast-vf-8-prototype_100830788_l.jpg\" data-src-h=\"https:\/\/images.hgmsites.net\/hug\/vinfast-vf-8-prototype_100830788_h.jpg\" data-src=\"https:\/\/images.hgmsites.net\/lrg\/vinfast-vf-8-prototype_100830788_l.jpg\" data-src-l=\"https:\/\/images.hgmsites.net\/lrg\/vinfast-vf-8-prototype_100830788_l.jpg\" data-src-m=\"https:\/\/images.hgmsites.net\/med\/vinfast-vf-8-prototype_100830788_m.jpg\" data-src-s=\"https:\/\/images.hgmsites.net\/sml\/vinfast-vf-8-prototype_100830788_s.jpg\" class=\"lazy\"\/><\/p>\n<p>VinFast VF 8 Prototype<\/p>\n<\/div>\n<p dir=\"ltr\">The biggest domestic manufacturing announcement of the week came not from GM or Ford but from the Vietnamese automaker Vinfast announced plans <a href=\"https:\/\/www.greencarreports.com\/news\/1135450_vinfast-plans-to-build-evs-in-north-carolina-starting-in-2024\" target=\"_blank\" rel=\"noopener\">to produce EVs in North Carolina starting in 2024<\/a>\u2014with a $2 billion plant capable of making 150,000 vehicles a year.\u00a0<\/p>\n<p dir=\"ltr\"><strong><strong\/><\/strong>Stellantis and LG Energy Solution announced plans for a <a href=\"https:\/\/www.greencarreports.com\/news\/1135421_stellantis-and-lg-partner-for-first-large-scale-battery-plant-in-canada\" target=\"_blank\" rel=\"noopener\">Canadian joint-venture battery plant<\/a>. Potentially making up to 45 GWh annually\u2014enough for hundreds of thousands of EVs annually\u2014it will be the first large-scale venture for the automaker in North America.\u00a0<\/p>\n<p dir=\"ltr\"><strong><strong\/><\/strong>The battery maker CATL on Wednesday announced a third-generation version of its <a href=\"https:\/\/www.greencarreports.com\/news\/1135472_catl-improves-cell-to-pack-tech-claims-advantage-over-tesla-4680-cells\" target=\"_blank\" rel=\"noopener\">cell-to-pack technology<\/a> for helping reduce costs and create packaging advantages. Did the U.S. let its control of this resource lapse over oil?\u00a0<\/p>\n<p dir=\"ltr\"><strong><strong\/><\/strong>According to a German magazine, Porsche is reportedly working on a version of its <a href=\"https:\/\/www.greencarreports.com\/news\/1135436_report-porsche-911-sports-car-powered-by-solid-state-batteries?pvtoken=1648534641\" target=\"_blank\" rel=\"noopener\">911 sports car powered by solid-state battery tech<\/a>. Porsche parent Volkswagen Group has been a longtime investor in the solid-state firm QuantumScape and VW suggested that the tech might allow upmarket models with some very fast-charging packs later in the decade.\u00a0<\/p>\n<p dir=\"ltr\"><strong><strong\/><\/strong>Former Tesla CTO JB Straubel, now the CEO of battery recycling firm Redwood Materials, recently suggested that <a href=\"https:\/\/www.greencarreports.com\/news\/1135453_ev-batteries-should-last-15-years-says-former-tesla-cto-straubel?pvtoken=1648624459\" target=\"_blank\" rel=\"noopener\">EV batteries should last about 15 years<\/a>. That\u2019s quite a bit longer than battery warranties. Meanwhile, Straubel emphasized that given the current supply-chain insecurities, the runway for putting the processes in place for recovery and recycling of EV batteries has shortened.\u00a0<\/p>\n<div class=\"image_wrapper\"><img loading=\"lazy\" decoding=\"async\" name=\"tccimg_100834576_m\" title=\"Lotus Eletre\" src=\"data:image\/png;base64,R0lGODlhAQABAAD\/ACwAAAAAAQABAAACADs=\" alt=\"Lotus Eletre\" width=\"640\" height=\"438\" data-width=\"1024\" data-height=\"701\" data-url=\"https:\/\/images.hgmsites.net\/lrg\/lotus-eletre_100834576_l.jpg\" data-src-h=\"https:\/\/images.hgmsites.net\/hug\/lotus-eletre_100834576_h.jpg\" data-src=\"https:\/\/images.hgmsites.net\/lrg\/lotus-eletre_100834576_l.jpg\" data-src-l=\"https:\/\/images.hgmsites.net\/lrg\/lotus-eletre_100834576_l.jpg\" data-src-m=\"https:\/\/images.hgmsites.net\/med\/lotus-eletre_100834576_m.jpg\" data-src-s=\"https:\/\/images.hgmsites.net\/sml\/lotus-eletre_100834576_s.jpg\" class=\"lazy\"\/><\/p>\n<p>Lotus Eletre<\/p>\n<\/div>\n<p dir=\"ltr\">Lotus revealed the Eletre, its <a href=\"https:\/\/www.greencarreports.com\/news\/1135455_sports-car-maker-lotus-reveals-a-lightweight-electric-suv?pvtoken=1648712445\" target=\"_blank\" rel=\"noopener\">first SUV as well as its first vehicle to be built outside the UK<\/a>. The performance electric SUV will offer four-wheel steering and 350-kw charging, and is to be built on a new dedicated EV platform and developed with the extensive use of carbon fiber and aluminum\u2014to stay true to Lotus\u2019 lightweight emphasis.<\/p>\n<p dir=\"ltr\"><strong><strong\/><\/strong>Kia plans to deliver its <a href=\"https:\/\/www.greencarreports.com\/news\/1135454_kia-ev9-electric-suv-confirmed-for-2023-in-europe-us-timing-later?pvtoken=1648712436\" target=\"_blank\" rel=\"noopener\">EV9 electric SUV in Europe in 2023<\/a>, the company announced this week. The EV9 is one of 14 new EVs due from the brand globally by 2027.
