Called the Electric Vehicles for American Low-Carbon Living (EVs4ALL) program, it will be administered through the Energy Department&#8217;s Advanced Research Projects Agency-Energy (ARPA-E).<\/p>\n<p>EVs4ALL will focus on three areas\u2014fast charging, increased efficiency, and improved resilience\u2014the DOE said.<\/p>\n<p>The Biden Administration wants to expand domestic battery production as part of a goal of making half of all new vehicles sold in the U.S. electric by 2030. Biden has <a href=\"https:\/\/www.greencarreports.com\/news\/1135487_to-support-ev-battery-production-biden-turns-to-defense-production-act\" target=\"_blank\" rel=\"noopener\">also turned to the Defense Production Act<\/a> for some of the materials needed for battery production.<\/p>\n<div class=\"image_wrapper\" readability=\"7\"><img decoding=\"async\" name=\"tccimg_100832250_m\" title=\"Mercedes-Benz Alabama battery factory\" src=\"data:image\/png;base64,R0lGODlhAQABAAD\/ACwAAAAAAQABAAACADs=\" alt=\"Mercedes-Benz Alabama battery factory\" width=\"640\" height=\"426\" data-width=\"1024\" data-height=\"682\" data-url=\"https:\/\/images.hgmsites.net\/lrg\/mercedes-benz-alabama-battery-factory_100832250_l.jpg\" data-src-h=\"https:\/\/images.hgmsites.net\/hug\/mercedes-benz-alabama-battery-factory_100832250_h.jpg\" data-src=\"https:\/\/images.hgmsites.net\/lrg\/mercedes-benz-alabama-battery-factory_100832250_l.jpg\" data-src-l=\"https:\/\/images.hgmsites.net\/lrg\/mercedes-benz-alabama-battery-factory_100832250_l.jpg\" data-src-m=\"https:\/\/images.hgmsites.net\/med\/mercedes-benz-alabama-battery-factory_100832250_m.jpg\" data-src-s=\"https:\/\/images.hgmsites.net\/sml\/mercedes-benz-alabama-battery-factory_100832250_s.jpg\" class=\"lazy\"\/><\/p>\n<p>Mercedes-Benz Alabama battery factory<\/p>\n<\/div>\n<p data-pm-slice=\"1 1 []\">The Build Back Better bill would have contained more measures that might have helped bolster the supply chain, however <a href=\"https:\/\/www.greencarreports.com\/news\/1134471_build-back-better-bill-could-stall-in-senate-ev-tax-credit\" target=\"_blank\" rel=\"noopener\">that has stalled in Congress<\/a>, largely due to a lack of support from West Virginia Senator Joe Manchin.<\/p>\n<p>But experts interview by <a href=\"https:\/\/www.nytimes.com\/2022\/05\/02\/climate\/biden-electric-car-batteries.html\" target=\"_blank\" rel=\"noopener\"><em>The New York Times<\/em><\/a> noted that, even if more manufacturing is brought Stateside, most battery raw materials are still sourced from other countries. Cobalt is one raw material that&#8217;s <a href=\"https:\/\/www.greencarreports.com\/news\/1135424_ev-affordability-threatened-by-cobalt-prices-did-the-us-let-resource-control-lapse-over-oil\" target=\"_blank\" rel=\"noopener\">due to keep EV battery costs elevated<\/a> for some time, analyses have indicated.<\/p>\n<p data-pm-slice=\"1 1 []\">The DOE in 2021 pointed to <a href=\"https:\/\/www.greencarreports.com\/news\/1132072_report-60-kwh-battery-pack-price-will-make-evs-cheaper-than-combustion\" target=\"_blank\" rel=\"noopener\">EV affordability in line with gasoline<\/a> when battery prices hit $60\/kwh on a cell level.
