{"id":32164,"date":"2022-09-24T09:03:51","date_gmt":"2022-09-24T13:03:51","guid":{"rendered":"http:\/\/autosector.com\/?p=32164"},"modified":"2022-09-24T09:03:51","modified_gmt":"2022-09-24T13:03:51","slug":"ira-battery-industry","status":"publish","type":"post","link":"http:\/\/autosector.com\/?p=32164","title":{"rendered":"Climate bill is good news for the U.S. battery industry | Autoblog"},"content":{"rendered":"<p>While <a class=\"injectedLinkmain\" href=\"https:\/\/www.autoblog.com\/tag\/joe+biden\/\" data-ylk=\"elm:context_link;itc:0;pos:1;sec:donut-hole;cpos:0;\">President Joe Biden<\/a> was busy <a href=\"https:\/\/www.autoblog.com\/2022\/09\/14\/biden-detroit-auto-show-2\/\" target=\"_blank\" rel=\"noopener noreferrer\" data-ylk=\"elm:context_link;itc:0;pos:1;sec:donut-hole;cpos:1;\">checking out the latest Corvette<\/a> with car executives at the Detroit <a class=\"injectedLinkmain\" href=\"https:\/\/www.autoblog.com\/auto-shows\/\" data-ylk=\"elm:context_link;itc:0;pos:1;sec:donut-hole;cpos:2;\">auto show<\/a> last week, a decidedly different car-related event was occurring about 30 minutes away in another convention center: <a style=\"font-size: 0.99em;\" href=\"https:\/\/www.thebatteryshow.com\/en\/home.html\" target=\"_blank\" rel=\"noopener noreferrer\" data-ylk=\"elm:context_link;itc:0;pos:1;sec:donut-hole;cpos:3;\">The Battery Show<\/a>.<span style=\"font-size: 0.99em;\">\u00a0<\/span><\/p>\n<p><span style=\"font-size: 0.99em;\">It&#8217;s probably not surprising that you haven&#8217;t heard of the trade show, but it saw its biggest attendance yet: 15,000 people, up 64% from last year and almost 50% from pre-pandemic levels, according to organizers. One big factor behind all the interest was the <\/span><a style=\"font-size: 0.99em;\" href=\"https:\/\/www.bloomberg.com\/news\/articles\/2022-07-28\/here-s-what-s-in-democrats-370-billion-climate-spending-deal?sref=PtTGk0nq\" target=\"_blank\" rel=\"noopener noreferrer\" data-ylk=\"elm:context_link;itc:0;pos:1;sec:donut-hole;cpos:4;\">Inflation Reduction Act<\/a><span style=\"font-size: 0.99em;\"> that Biden signed into law last month. Battery upstarts are salivating over the goodies in the bill, particularly the tax credits for manufacturing components here in the United States.\u00a0<\/span><\/p>\n<div id=\"outstream-video-1-RINXE8T1UM1301\" class=\"outstream-ad outstream-ad--default paywall display\" tabindex=\"-1\" role=\"presentation\" data-position=\"outstream-video\" data-ad-placeholder=\"Advertisement\" data-ad-status=\"rendered\">\n<div id=\"a48bcbf27ad3eb1d61074201efbd82e2\" class=\"bb-ads__ad bb-ads__rendered bb-ads__no_size bb-ads__size_3x3\" data-google-query-id=\"CLXAytaMq_oCFZsT-QAdoVULCQ\">\n<p class=\"paywall\">Jim Greenberger, the head of a trade association for <a class=\"injectedLinkmain\" target=\"_blank\" href=\"https:\/\/www.autoblotg.com\/tag\/battery\/\" data-ylk=\"elm:context_link;itc:0;pos:1;sec:donut-hole;cpos:5;\" rel=\"noopener\">battery<\/a> tech in North America,\u00a0said when he went to the welcome reception, he thought he might be in the wrong room because he didn\u2019t recognize anyone.<\/p>\n<p class=\"paywall\">\u201cThese are all people that suddenly are seeing an opportunity in an industry that\u2019s growing, where there\u2019s substantial government support and everybody\u2019s trying to figure out how they play in it,\u201d Greenberger said.<\/p>\n<div id=\"desktop-in-article-1-RINXE8T1UM1301\" class=\"desktop-in-article page-ad paywall display\" tabindex=\"-1\" role=\"presentation\" data-position=\"desktop-in-article\" data-ad-placeholder=\"Advertisement\" data-ad-status=\"rendered\">\n<div id=\"e092266cb05100ba01873ecfcc93143b\" class=\"bb-ads__ad bb-ads__rendered bb-ads__no_size bb-ads__size_3x3\" data-google-query-id=\"CMq2wtyMq_oCFWHtZAodwpEGtg\">\n<p class=\"paywall\">Kurt Kelty, a <a class=\"injectedLinkmain\" href=\"https:\/\/www.autoblog.com\/tesla\/\" data-ylk=\"elm:context_link;itc:0;pos:1;sec:donut-hole;cpos:6;\">Tesla<\/a> and Panasonic veteran who\u2019s now an executive at battery startup Sila Nanotechnologies, said his company has seen more serious interest from automakers looking to procure battery materials domestically. Same for Mitra Chem, a Silicon Valley company aiming to produce lithium iron phosphate cathodes in the United States. There\u2019s a months-long wait list for samples, and the firm is already scouting sites for a new factory, CEO Vivas Kumar said.<\/p>\n<p class=\"paywall\">While U.S. startups are loving the carrots in the IRA, others are unhappy about the sticks. The content rules have already limited how many EVs are eligible for consumer tax credits &#8212; cars that were eligible three months ago no longer are. In particular, Korean trade officials have <a title=\"South Korea Sees \u2018Betrayal\u2019 in Biden\u2019s Electric Vehicle Push\" href=\"https:\/\/www.bloomberg.com\/news\/articles\/2022-09-02\/south-korea-sees-betrayal-in-biden-s-electric-vehicle-push?sref=PtTGk0nq\" target=\"_blank\" rel=\"noopener noreferrer\" data-ylk=\"elm:context_link;itc:0;pos:1;sec:donut-hole;cpos:7;\">objected<\/a> to their U.S. counterparts on behalf of <a class=\"injectedLinkmain\" href=\"https:\/\/www.autoblog.com\/hyundai\/\" data-ylk=\"elm:context_link;itc:0;pos:1;sec:donut-hole;cpos:8;\">Hyundai<\/a>, <a class=\"injectedLinkmain\" href=\"https:\/\/www.autoblog.com\/kia\/\" data-ylk=\"elm:context_link;itc:0;pos:1;sec:donut-hole;cpos:9;\">Kia<\/a> and battery manufacturers who fear that Chinese-sourced materials and imported cars will put them at a disadvantage. <a class=\"injectedLinkmain\" href=\"https:\/\/www.autoblog.com\/tag\/china\/\" data-ylk=\"elm:context_link;itc:0;pos:1;sec:donut-hole;cpos:10;\">China<\/a>\u2019s U.S. ambassador showed up at the Detroit show last week to <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2022-09-15\/china-s-envoy-to-us-warns-against-cutting-nation-out-of-ev-chain?sref=iW3WrQuv\" target=\"_blank\" rel=\"noopener noreferrer\" data-ylk=\"elm:context_link;itc:0;pos:1;sec:donut-hole;cpos:11;\">warn against<\/a>\u00a0trying to cut the country out of the battery supply chain.<\/p>\n<p><img decoding=\"async\" class=\"grp-full\" src=\"https:\/\/o.aolcdn.com\/images\/dims3\/GLOB\/legacy_thumbnail\/800x450\/format\/jpg\/quality\/85\/https:\/\/s.aolcdn.com\/os\/ab\/_cms\/2022\/08\/05143805\/IMG_70693.jpg\" alt=\"\" loading=\"lazy\"\/><\/p>\n<p>China\u2019s dominance of the space was never far from peoples\u2019 minds at the Battery Show. For all the gold-rush mentality and rhetoric about the power of American innovation, companies are anxious that if the U.S. goes too far in its bid to cut out China, their products could be vulnerable to retaliation.<\/p>\n<p>One panel debated whether the U.S. should create a \u201c<a href=\"https:\/\/ses.ai\/what-america-can-learn-from-chinas-success-in-ev-battery\/\" target=\"_blank\" rel=\"noopener noreferrer\" data-ylk=\"elm:context_link;itc:0;pos:1;sec:donut-hole;cpos:12;\">white list<\/a>\u201d similar to what China adopted from 2015 through 2019. The government drafted a list of domestic battery manufacturers whose products were eligible for subsidies. This was key to the rise of Chinese champions like CATL and a blow to LG Chem and Samsung SDI, which had to repurpose newly built factories in China after being excluded.<\/p>\n<p>The idea was roundly criticized by the panel as un-American.<\/p>\n<p>Another option being\u00a0kicked around is a\u00a0\u201cbattery passport\u201d system similar to what\u2019s been\u00a0<a href=\"https:\/\/www.reuters.com\/technology\/german-funded-consortium-develop-battery-passport-european-batteries-2022-04-25\/\" target=\"_blank\" rel=\"noopener noreferrer\" data-ylk=\"elm:context_link;itc:0;pos:1;sec:donut-hole;cpos:13;\">proposed<\/a>\u00a0in Europe. This\u00a0would involve setting up digital traceability for all the raw materials in a battery to ensure compliance with environmental and labor standards. It wouldn\u2019t explicitly ban Chinese suppliers, but if you exclude nickel from Indonesia or cobalt from the Democratic Republic of Congo, it could have that effect.<\/p>\n<aside class=\"left-rail-newsletter\"\/>\n<p>Automakers in the U.S. don\u2019t like the passport idea because they see the data as proprietary and are wary of the added cost of a digital tracking system, Greenberger said. They\u2019re also concerned about alienating China not just as a supplier, but as a customer \u2014 it\u2019s the world\u2019s biggest auto market.<\/p>\n<p>The U.S. is still dependent on China for minerals to feed its nascent battery manufacturing efforts, and an independent supply chain is still years away, said Ben Wrightsman, CEO of the Indiana-based Battery Innovation Center, which helps commercialize battery tech.<\/p>\n<p>\u201cThe message has been heard that the U.S. needs to have its place,\u201d Wrightsman said. \u201cNow we need to clarify what we\u2019re doing and don\u2019t shoot anybody in the head over it.\u201d<\/p>\n<p>Kelty, who\u2019s been working in the battery industry since the 1990s, sees real potential for the U.S. to commercialize its technology after losing out to <a class=\"injectedLinkmain\" href=\"https:\/\/www.autoblog.com\/tag\/japan\/\" data-ylk=\"elm:context_link;itc:0;pos:1;sec:donut-hole;cpos:14;\">Japan<\/a> and China for decades. He thinks Chinese battery companies should be welcome in the U.S. and also likes the idea of a battery passport.<\/p>\n<p>\u201cIt\u2019s what China\u2019s been doing all these years \u2014\u00a0it\u2019s not like we\u2019re playing by some new rules that are unfair,\u201d\u00a0he said. \u201cFor us to pick winners and losers? No. We\u2019re terrible at that.
