{"id":37716,"date":"2022-12-07T09:03:51","date_gmt":"2022-12-07T14:03:51","guid":{"rendered":"https:\/\/autosector.com\/?p=37716"},"modified":"2022-12-07T09:03:51","modified_gmt":"2022-12-07T14:03:51","slug":"commercial-ev-tax-credit","status":"publish","type":"post","link":"http:\/\/autosector.com\/?p=37716","title":{"rendered":"Commercial EV tax credit could ease concerns from automakers, South Korea"},"content":{"rendered":"<p>WASHINGTON, Dec 6 \u2014 Many automakers and the South Korean government are urging the Biden administration to tap a commercial <a class=\"injectedLinkmain\" href=\"https:\/\/www.autoblog.com\/electric\/\" data-ylk=\"elm:context_link;itc:0;pos:1;sec:donut-hole;cpos:0;\">electric vehicle<\/a> tax credit to boost consumer EV access, a plan that could help ease concerns over a climate bill approved in Congress.<\/p>\n<p>The $<a class=\"injectedLinkmain\" href=\"https:\/\/www.autoblog.com\/bmw\/430\/\" data-ylk=\"elm:context_link;itc:0;pos:1;sec:donut-hole;cpos:1;\">430<\/a> billion U.S. Inflation Reduction Act (IRA) passed in August ended $7,500 consumer tax credits for electric vehicles assembled outside North America, sparking anger from South Korea, the European Union, <a class=\"injectedLinkmain\" href=\"https:\/\/www.autoblog.com\/tag\/japan\/\" data-ylk=\"elm:context_link;itc:0;pos:1;sec:donut-hole;cpos:2;\">Japan<\/a> and others.<\/p>\n<p>Some automakers say a lesser noticed IRA provision for &#8220;commercial clean vehicles&#8221; could be used to boost EV manufacturers and address foreign concerns.<\/p>\n<p><a class=\"injectedLinkmain\" href=\"https:\/\/www.autoblog.com\/rivian\/\" data-ylk=\"elm:context_link;itc:0;pos:1;sec:donut-hole;cpos:3;\">Rivian<\/a> Automotive, <a class=\"injectedLinkmain\" href=\"https:\/\/www.autoblog.com\/hyundai\/\" data-ylk=\"elm:context_link;itc:0;pos:1;sec:donut-hole;cpos:4;\">Hyundai<\/a> Motor and <a class=\"injectedLinkmain\" href=\"https:\/\/www.autoblog.com\/kia\/\" data-ylk=\"elm:context_link;itc:0;pos:1;sec:donut-hole;cpos:5;\">Kia<\/a> Corp among others want the administration to let consumer vehicle <a class=\"injectedLinkmain\" href=\"https:\/\/www.autoblog.com\/tag\/leasing\/\" data-ylk=\"elm:context_link;itc:0;pos:1;sec:donut-hole;cpos:6;\">leasing<\/a> qualify for the commercial EV tax credit that could reduce monthly lease payments.<\/p>\n<p>The South Korean government in comments made public Tuesday urged Treasury &#8220;interpret &#8216;commercial clean vehicles&#8217; broadly&#8221; to include <a class=\"injectedLinkmain\" href=\"https:\/\/www.autoblog.com\/tag\/rental+car\/\" data-ylk=\"elm:context_link;itc:0;pos:1;sec:donut-hole;cpos:7;\">rental cars<\/a>, leased vehicles and vehicles purchased for use in <a class=\"injectedLinkmain\" href=\"https:\/\/www.autoblog.com\/tag\/uber\/\" data-ylk=\"elm:context_link;itc:0;pos:1;sec:donut-hole;cpos:8;\">Uber<\/a> or <a class=\"injectedLinkmain\" href=\"https:\/\/www.autoblog.com\/tag\/lyft\/\" data-ylk=\"elm:context_link;itc:0;pos:1;sec:donut-hole;cpos:9;\">Lyft<\/a> rideshare fleets.<\/p>\n<p>South Korea also asked Treasury not to impose any budget restrictions on <a class=\"injectedLinkmain\" href=\"https:\/\/www.autoblog.com\/category\/commercial-trucks\/\" data-ylk=\"elm:context_link;itc:0;pos:1;sec:donut-hole;cpos:10;\">commercial vehicle<\/a> tax credits through 2025.<\/p>\n<p>Hyundai and Kia want Treasury to allow people leasing EVs to be able to qualify for up to a $4,000 tax credit for used EVs if they buy vehicles when leases expire.<\/p>\n<p>The IRA consumer EV tax credit imposes significant <a class=\"injectedLinkmain\" target=\"_blank\" href=\"https:\/\/www.autoblotg.com\/tag\/battery\/\" data-ylk=\"elm:context_link;itc:0;pos:1;sec:donut-hole;cpos:11;\" rel=\"noopener\">battery<\/a> minerals and component sourcing restrictions, sets income and price caps for qualifying vehicles and seeks to phaseout Chinese battery minerals or components.<\/p>\n<p>The commercial credit does not have the same sourcing or pricing restrictions but has an &#8220;incremental cost&#8221; eligibility test that might prove complex. Some automakers want Treasury to make it easier to ensure most commercial light-duty vehicles qualify for $7,500 tax credits.<\/p>\n<p><a class=\"injectedLinkmain\" href=\"https:\/\/www.autoblog.com\/tag\/joe+biden\/\" data-ylk=\"elm:context_link;itc:0;pos:1;sec:donut-hole;cpos:12;\">President Joe Biden<\/a> said last week &#8220;there are tweaks that we can make\u00a0that can fundamentally make it easier for European countries to participate.&#8221;<\/p>\n<p>Some automakers oppose using the commercial credit for consumer sales.<\/p>\n<p><a class=\"injectedLinkmain\" target=\"_blank\" href=\"https:\/\/finance.yahoo.com\/quote\/TM\" data-ylk=\"elm:context_link;itc:0;pos:1;sec:donut-hole;cpos:13;\" rel=\"noopener\">Toyota Motor Corp<\/a> said &#8220;the lack of criteria to qualify for (commercial credits) <a href=\"https:\/\/www.regulations.gov\/comment\/IRS-2022-0027-0020\" data-ylk=\"elm:context_link;itc:0;pos:1;sec:donut-hole;cpos:14;\">could undermine the IRA&#8217;s goals to expand domestic production<\/a> of EV batteries and maintain America&#8217;s energy independence.&#8221;<\/p>\n<p><a class=\"injectedLinkmain\" href=\"https:\/\/www.autoblog.com\/tesla\/\" data-ylk=\"elm:context_link;itc:0;pos:1;sec:donut-hole;cpos:15;\">Tesla<\/a> <a href=\"https:\/\/www.regulations.gov\/comment\/IRS-2022-0027-0060\" data-ylk=\"elm:context_link;itc:0;pos:1;sec:donut-hole;cpos:16;\">said commercial credits<\/a> &#8220;should apply exclusively for commercial end-users&#8221; and the consumer tax credit &#8220;should apply exclusively for individual end-users.&#8221;<\/p>\n<p><a class=\"injectedLinkmain\" href=\"https:\/\/www.autoblog.com\/category\/gm\/\" data-ylk=\"elm:context_link;itc:0;pos:1;sec:donut-hole;cpos:17;\">General Motors<\/a> Chief Executive <a class=\"injectedLinkmain\" href=\"https:\/\/www.autoblog.com\/tag\/mary+barra\/\" data-ylk=\"elm:context_link;itc:0;pos:1;sec:donut-hole;cpos:18;\">Mary Barra<\/a> told Reuters on the sidelines of an event Monday that addressing foreign concerns about the credit is &#8220;more complicated than just one thing to solve it&#8221; and added &#8220;sticking to the intent of the bill&#8221; drafted by Congress &#8220;is important.&#8221;<\/p>\n<p><strong>Related video:<\/strong><\/p>\n<p><style><![CDATA[.embed-container { position: relative; padding-bottom: 56.25%; height: 0; overflow: hidden; max-width: 100%; } .embed-container iframe, .embed-container object, .embed-container embed { position: absolute; top: 0; left: 0; width: 100%; height: 100%; }]]><\/style>\n<\/p>\n<div class=\"embed-container\">\n <lite-youtube videoid=\"sKQQ1Kd8RM0\" data-thumbnail=\"\"\/>\n<\/div>\n","protected":false},"excerpt":{"rendered":"<p>WASHINGTON, Dec 6 \u2014 Many automakers and the South Korean government are urging the Biden administration to tap a commercial electric vehicle tax credit to boost consumer EV access, a plan that could help ease concerns over a climate bill approved in Congress.
