(Getty Images)<\/em><\/p>\n<p>Four years after the United States-Mexico-Canada trade agreement (USMCA) was adopted, Mexico and the U.S. face a common concern: the prospect of cheap Chinese <a class=\"injectedLinkmain\" href=\"https:\/\/www.autoblog.com\/electric\/\" data-ylk=\"elm:context_link;itc:0;pos:1;sec:donut-hole;cpos:1;\">electric vehicles<\/a> dominating a <a href=\"https:\/\/finance.yahoo.com\/news\/the-ev-transition-likely-to-take-longer-than-the-biden-administration-would-like-toyota-exec-131514263.html\" data-i13n=\"cpos:1;pos:1\" data-ylk=\"elm:context_link;itc:0;pos:1;sec:donut-hole;cpos:2;\">fast-growing market<\/a> and undermining regional carmakers like <a class=\"injectedLinkmain\" href=\"https:\/\/www.autoblog.com\/category\/gm\/\" data-ylk=\"elm:context_link;itc:0;pos:1;sec:donut-hole;cpos:3;\">GM<\/a>, <a class=\"injectedLinkmain\" href=\"https:\/\/www.autoblog.com\/ford\/\" data-ylk=\"elm:context_link;itc:0;pos:1;sec:donut-hole;cpos:4;\">Ford<\/a>, and <a class=\"injectedLinkmain\" href=\"https:\/\/www.autoblog.com\/tesla\/\" data-ylk=\"elm:context_link;itc:0;pos:1;sec:donut-hole;cpos:5;\">Tesla<\/a> in the process.<\/p>\n<p>Chinese imports have already begun south of the U.S. border. EV and <a class=\"injectedLinkmain\" href=\"https:\/\/www.autoblog.com\/tag\/phev\/\" data-ylk=\"elm:context_link;itc:0;pos:1;sec:donut-hole;cpos:6;\">plug-in hybrid<\/a> imports jumped 443.9%, by value, in the first quarter compared to the same period the previous year, according to data from S&amp;P Global Market Intelligence.\u00a0<\/p>\n<p>Overall, 1 in 10 cars sold in Mexico today comes from a Chinese automaker, <a href=\"https:\/\/www.reuters.com\/business\/autos-transportation\/chinas-byd-unveils-mid-size-hybrid-ev-pickup-mexico-2024-05-14\/#:~:text=The%20presence%20of%20Chinese%20automakers,dominating%20nearly%20half%20the%20market.\" data-i13n=\"cpos:5;pos:1\" data-ylk=\"elm:context_link;itc:0;pos:1;sec:donut-hole;cpos:7;\">according to Reuters<\/a>, with seven new brands entering the market last year alone.<\/p>\n<p>\u201cAlmost overnight, we started seeing Chinese cars driving in Mexico,\u201d said Juan Carlos Baker, Mexico&#8217;s former vice minister for foreign trade. \u201cIn terms of how often you see them and how aggressive their marketing and sales campaigns have been on the part of Chinese cars, that is really pretty evident.\u201d<\/p>\n<p>However, <a href=\"https:\/\/www.reuters.com\/business\/autos-transportation\/us-should-block-low-cost-chinese-automaker-imports-mexico-says-manufacturers-2024-02-23\/#:~:text=US%20should%20block%20cheap%20Chinese%20auto%20imports%20from%20Mexico%2C%20US%20makers%20say,-By%20David%20Shepardson&amp;text=WASHINGTON%2C%20Feb%2023%20(Reuters),viability%20of%20American%20car%20companies.\" data-i13n=\"cpos:6;pos:1\" data-ylk=\"elm:context_link;itc:0;pos:1;sec:donut-hole;cpos:8;\">calls to curb Chinese EV makers<\/a> in the U.S. and Mexico have <a href=\"https:\/\/www.reuters.com\/business\/autos-transportation\/ohio-senator-wants-biden-permanently-ban-chinese-evs-us-2024-04-11\/\" data-i13n=\"cpos:7;pos:1\" data-ylk=\"elm:context_link;itc:0;pos:1;sec:donut-hole;cpos:9;\">intensified<\/a> recently in response to increased imports and investment. According to Baker, who played a critical role in crafting the USMCA, the threat of cheap Chinese EVs flooding the market never emerged as a concern in the two years the trade pact was being negotiated.<\/p>\n<p>&#8220;I was present in every single meeting, and I don&#8217;t remember once Ambassador Lighthizer or anyone at [the U.S. Trade Representative office] saying, &#8216;We need to make these rules of origin or other elements very strict because the Chinese are coming,'&#8221; he said.<\/p>\n<p>Although Baker noted that no Chinese carmaker has started manufacturing vehicles in Mexico yet, the country&#8217;s proximity to the U.S. has raised particular alarm in Washington. Lawmakers fear auto companies will use the country as a backdoor to skirt U.S. tariffs on Chinese car imports, which <a href=\"https:\/\/finance.yahoo.com\/news\/president-biden-unveils-a-historic-wave-of-tariffs-on-strategic-chinese-imports-090001241.html\" data-i13n=\"cpos:8;pos:1\" data-ylk=\"elm:context_link;itc:0;pos:1;sec:donut-hole;cpos:10;\">President Joe Biden raised to 100%<\/a> last month.<\/p>\n<p>BYD has publicly expressed its intention to set up a factory in Mexico; however, its <a href=\"https:\/\/finance.yahoo.com\/video\/byd-not-interested-united-states-182445977.html\" data-i13n=\"cpos:9;pos:1\" data-ylk=\"elm:context_link;itc:0;pos:1;sec:donut-hole;cpos:11;\">top executive has insisted<\/a> the company has no plans to enter the U.S. market.<\/p>\n<p><style><![CDATA[.embed-container { position: relative; padding-bottom: 56.25%; height: 0; overflow: hidden; max-width: 100%; } .embed-container iframe, .embed-container object, .embed-container embed { position: absolute; top: 0; left: 0; width: 100%; height: 100%; }]]><\/style>\n<\/p>\n<div class=\"embed-container\">\n <iframe id=\"b2017d7c2a024bf5a182a439dd05f309\" src=\"https:\/\/finance.yahoo.com\/video\/biden-quadruple-tariffs-chinese-evs-140029289.html?format=embed&amp;region=US&amp;lang=en-US&amp;site=finance&amp;player_autoplay=false\" width=\"640\" height=\"360\" frameborder=\"0\" scrolling=\"no\" sandbox=\"allow-same-origin allow-scripts\" allowfullscreen=\"\" data-yom-embed-source=\"{media_id_1:d1d9a17a-d009-3e2e-9db5-00b4fd4e05a4}\" data-yahoo-uuid=\"d1d9a17a-d009-3e2e-9db5-00b4fd4e05a4\" data-mce-fragment=\"1\">[embedded content]<\/iframe>\n<\/div>\n<h2 id=\"jump-link-mexico-is-the-perfect-match\"><span style=\"font-size: 18pt;\"><strong>Mexico is &#8216;the perfect match&#8217;<\/strong><\/span><\/h2>\n<p>Foreign markets have taken on increased importance for Chinese firms as the domestic market matures and <a href=\"https:\/\/finance.yahoo.com\/news\/china-ev-sales-slow-january-052606794.html\" data-i13n=\"cpos:10;pos:1\" data-ylk=\"elm:context_link;itc:0;pos:1;sec:donut-hole;cpos:12;\">sales in China slow.<\/a><\/p>\n<p>The early success of Chinese auto brands in Latin America offers a glimpse into their expansion strategy to build a presence in countries with a large number of free trade agreements, easy access to resources, and a labor force that offers high-quality production at a lower cost.<\/p>\n<p>\u201cYou have the perfect match,\u201d said Felipe Munoz, an analyst at automotive intelligence firm Jato. \u201c&#8217;We\u2019re talking about [a market with sales projected at] 1.2 million units per year. \u2026 This still has growth potential. And so [Mexico] is attractive for any carmaker.\u201d<\/p>\n<p>Mexico is following in the path of Latin America\u2019s largest car market, Brazil, where Chinese firms like BYD (<a href=\"https:\/\/finance.yahoo.com\/quote\/BYDDY\" data-i13n=\"cpos:11;pos:1\" data-ylk=\"elm:context_link;itc:0;pos:1;sec:donut-hole;cpos:13;\">BYDDY<\/a>) and Great Wall Motor (<a href=\"https:\/\/finance.yahoo.com\/quote\/GWLLF\" data-i13n=\"cpos:12;pos:1\" data-ylk=\"elm:context_link;itc:0;pos:1;sec:donut-hole;cpos:14;\">GWLLF<\/a>) have already set up manufacturing operations.<\/p>\n<p>Brazil \u2014 already the fourth-largest importer of Chinese vehicles \u2014 saw new electric vehicle sales jump 91%, according to data from the Brazilian Association of Electric Vehicles. Chinese automakers BYD, Chery, and Great Wall were three of the top five car brands.<\/p>\n<p>In Latin America broadly, Chinese EV makers already have <a class=\"injectedLinkmain\" href=\"https:\/\/www.autoblog.com\/toyota\/86\/\" data-ylk=\"elm:context_link;itc:0;pos:1;sec:donut-hole;cpos:15;\">86<\/a>% market share, according to Jato, in large part due to aggressive price competition.<\/p>\n<p>\u201cThey are applying more or less the same formula in these developing economies in the way that they are becoming the only choice to drive electric because the other ones are very expensive,\u201d said Munoz. \u201cThe regulation and safety standards are not as difficult or complex in those economies.\u201d<\/p>\n<figure\/>\n<h2 id=\"jump-link-revisiting-trade-rules\"><span style=\"font-size: 18pt;\"><strong>Revisiting trade rules<\/strong><\/span><\/h2>\n<p>Still, Chinese car manufacturers&#8217; push to export and expand abroad has faced resistance, particularly in developed markets where lawmakers are revisiting existing trade rules in order to prevent a flood of <a class=\"injectedLinkmain\" href=\"https:\/\/www.autoblog.com\/tag\/cheap+cars\/\" data-ylk=\"elm:context_link;itc:0;pos:1;sec:donut-hole;cpos:16;\">cheap vehicle<\/a> imports.<\/p>\n<p>Concerns in Europe, where Chinese EVs now have roughly 7% market share, according to Jato, prompted an anti-subsidy investigation earlier this year. And on Wednesday, the<a href=\"https:\/\/finance.yahoo.com\/news\/eu-impose-tariffs-25-chinese-045416012.html\" data-i13n=\"cpos:13;pos:1\" data-ylk=\"elm:context_link;itc:0;pos:1;sec:donut-hole;cpos:17;\"> EU imposed tariffs of up to 38%<\/a> on Chinese EV imports.<\/p>\n<p>That came weeks after <a href=\"https:\/\/finance.yahoo.com\/news\/why-bidens-tariffs-on-chinese-evs-will-have-little-immediate-impact-on-the-us-auto-market-140135630.html\" data-i13n=\"cpos:14;pos:1\" data-ylk=\"elm:context_link;itc:0;pos:1;sec:donut-hole;cpos:18;\">Biden raised the tariff rate<\/a> on imports of Chinese EVs from 25% to 100%. The tariff rate on lithium-ion <a class=\"injectedLinkmain\" href=\"https:\/\/www.autoblog.com\/tag\/battery\/\" data-ylk=\"elm:context_link;itc:0;pos:1;sec:donut-hole;cpos:19;\">batteries<\/a> and battery parts also increased from 7.5% to 25%.<\/p>\n<p>Duo Fu, vice president of battery markets for Rystad Energy, said that the tariff announcements have already started to shift carmakers&#8217; investment decisions away from the most developed markets.<\/p>\n<p>\u201cWe just don\u2019t think the U.S. is a critical market for the Chinese at the moment,\u201d Fu said.<\/p>\n<p>The changing dynamics are also prompting a rethink of the USMCA two years ahead of its scheduled review. Though, <a href=\"https:\/\/finance.yahoo.com\/news\/elections-burning-investors-mexico-india-141606104.html\" data-i13n=\"cpos:15;pos:1\" data-ylk=\"elm:context_link;itc:0;pos:1;sec:donut-hole;cpos:20;\">new leadership in Mexico<\/a> and a potential return of the Trump administration could complicate the approach to tackling Chinese EVs.<\/p>\n<p>In the meantime, Baker said Chinese firms are unlikely to find a workaround to be in compliance with stringent automotive rules of origin in the existing trade agreement. The USMCA specifies that automakers have to meet three rules of origin to qualify for preferential treatment under the act: a regional value content requirement for the overall vehicle, a labor value content rule, and thresholds for automobile parts.<\/p>\n<p>\u201cThe Rule of Origin on cars on the USMCA is one of the most difficult things to do industry-wise,\u201d Baker said. \u201cThere is no way that you can import a car from China, even if it&#8217;s just knocked down and they just put it together and add a couple of things here and there and then send it to us and &#8230; try to pass it as a Mexican car.
