It was filed in federal court in Massachusetts.<\/p>\n<p>New York attorney general Letitia James is leading the coalition. James said, \u201cThis arbitrary and unnecessary directive threatens the loss of thousands of good-paying jobs and billions in investments, and it is delaying our transition away from the fossil fuels that harm our health and our planet.\u201d<\/p>\n<p>Federal agencies have stopped issuing permits for wind projects across the board and even pulled the plug on the fully approved Empire Wind in New York, which was already under construction.
