VPPs connect small energy systems and smart devices into a single network managed by an energy company or utility. That can include residential solar panels, battery storage, EVs, and smart thermostats. When the grid needs help during peak demand or emergencies, they can be tapped \u2013 and you get paid for participating.<\/p>\n<p><span id=\"more-435022\"\/><\/p>\n<p>Wood Mackenzie\u2019s \u201c2025 North America Virtual Power Plant Market\u201d report shows that the market is expanding more broadly than deeply. The number of company deployments, unique buyers (offtakers), and market and utility programs each grew by more than 33% in the past year. But total capacity grew at a slower pace \u2013 just under 14%. \u201cUtility program caps, <a href=\"https:\/\/www.woodmac.com\/news\/opinion\/what-new-reforms-to-capacity-accreditation-mean-for-us-power-markets\/\" target=\"_blank\" rel=\"noreferrer noopener\">capacity accreditation reforms<\/a>, and market barriers have prevented capacity from growing as fast as market activity,\u201d said Ben Hertz-Shargel, global head of grid edge at Wood Mackenzie.<\/p>\n<figure class=\"wp-block-image alignwide size-full\"><img decoding=\"async\" width=\"676\" height=\"414\" src=\"https:\/\/electrek.co\/wp-content\/uploads\/sites\/3\/2025\/09\/Wood-Mac-VPP-chart.png\" alt=\"\" class=\"wp-image-435043\" srcset=\"https:\/\/electrek.co\/wp-content\/uploads\/sites\/3\/2025\/09\/Wood-Mac-VPP-chart.png 676w, https:\/\/electrek.co\/wp-content\/uploads\/sites\/3\/2025\/09\/Wood-Mac-VPP-chart.png?resize=150,92 150w, https:\/\/electrek.co\/wp-content\/uploads\/sites\/3\/2025\/09\/Wood-Mac-VPP-chart.png?resize=300,184 300w, https:\/\/electrek.co\/wp-content\/uploads\/sites\/3\/2025\/09\/Wood-Mac-VPP-chart.png?resize=350,214 350w, https:\/\/electrek.co\/wp-content\/uploads\/sites\/3\/2025\/09\/Wood-Mac-VPP-chart.png?resize=140,86 140w\" sizes=\"(max-width: 676px) 100vw, 676px\"\/><\/figure>\n<h3 class=\"wp-block-heading\" id=\"h-residential-vpp-customers-are-gaining-ground\">Residential VPP customers are gaining ground<\/h3>\n<p>Residential customers are making a bigger dent in wholesale market capacity, increasing their share to 10.2% from 8.8% in 2024. But small customers still face roadblocks, mainly due to limits on data access for enrollment and market settlement.<\/p>\n<p>Battery storage and EVs are also playing a bigger role. Deployments that include batteries or EVs now account for 61% as many as those that include smart thermostats, which have long dominated VPP programs.<\/p>\n<p>\t<span class=\"outbrain-ad-label\">Advertisement &#8211; scroll for more content<\/span><\/p>\n<h3 class=\"wp-block-heading\" id=\"h-leading-states-and-markets\">Leading states and markets<\/h3>\n<p>California, Texas, New York, and Massachusetts are leading the pack, making up 37% of all VPP deployments. In wholesale markets, PJM (which manages the electric grid for 13 states and DC) and ERCOT (the Texas grid), both home to massive data center commitments, also have the highest disclosed VPP offtake capacity. \u201cWhile data centers are the source of new load, there\u2019s an enormous opportunity to tap VPPs as the new source of grid flexibility,\u201d Hertz-Shargel said.<\/p>\n<h3 class=\"wp-block-heading\" id=\"h-offtake-growth-and-new-business-models\">Offtake growth and new business models<\/h3>\n<p>The top 25 VPP offtakers each procured more than 100 megawatts this year. Over half of all offtakers expanded their deployments by at least 30% compared to last year. That\u2019s fueling the rise of a new \u201cindependent distributed power producer\u201d model, where companies aim to use grid service revenue and energy arbitrage to finance third-party-owned storage for electricity retailers.<\/p>\n<h3 class=\"wp-block-heading\" id=\"h-policy-pushback\">Policy pushback<\/h3>\n<p>Not everyone is on board with how utilities are approaching distributed energy resources (DERs). Many VPP aggregators and software providers oppose utilities putting DERs into their rate base under the <a href=\"https:\/\/www.utilitydive.com\/news\/distributed-capacity-solution-empowering-utilities-to-lead-the-energy-transition\/726153\/\" target=\"_blank\" rel=\"noreferrer noopener\">Distributed Capacity Procurement<\/a> model.* \u201cThis model is seen as limiting access of private capital and aggregators from the DER market, rather than leveraging customer and third-party-owned resources,\u201d Hertz-Shargel explained. He added that most wholesale market experts believe <a href=\"https:\/\/www.ferc.gov\/ferc-order-no-2222-explainer-facilitating-participation-electricity-markets-distributed-energy\" target=\"_blank\" rel=\"noreferrer noopener\">FERC Order 2222<\/a> was a missed opportunity and won\u2019t significantly improve market access.<\/p>\n<p>*I really like this model, personally.
