{"id":9258,"date":"2021-10-30T12:03:48","date_gmt":"2021-10-30T16:03:48","guid":{"rendered":"https:\/\/autosector.com\/auto\/?p=9258"},"modified":"2021-10-30T12:03:48","modified_gmt":"2021-10-30T16:03:48","slug":"ev-credit-plan-union-made","status":"publish","type":"post","link":"http:\/\/autosector.com\/?p=9258","title":{"rendered":"U.S. House plan would give EVs a boost but faces opposition"},"content":{"rendered":"<p>WASHINGTON \u2014 A $1.75 trillion Democratic spending proposal could give a big boost to <a class=\"injectedLinkmain\" href=\"https:\/\/www.autoblog.com\/electric\/\" data-ylk=\"elm:context_link;itc:0;pos:1;sec:donut-hole;cpos:0;\">electric vehicles<\/a> especially to Detroit&#8217;s Big Three automakers and the U.S. Postal Service, but it faces opposition from Republicans, foreign automakers, Canada and Mexico.<\/p>\n<p>The House plan boosts electric vehicle credits to up to $12,500 per vehicle, including $4,500 for union-made vehicles and $500 for U.S.-made <a class=\"injectedLinkmain\" target=\"_blank\" href=\"https:\/\/www.autoblotg.com\/tag\/battery\/\" data-ylk=\"elm:context_link;itc:0;pos:1;sec:donut-hole;cpos:1;\" rel=\"noopener\">batteries<\/a>. Vehicles would have to be made in the United States starting in 2027 to qualify for any credit.<\/p>\n<p>The EV tax credits would cost $15.6 billion over 10 years and disproportionately benefit Detroit&#8217;s Big Three automakers \u2014 <a class=\"injectedLinkmain\" href=\"https:\/\/www.autoblog.com\/category\/gm\/\" data-ylk=\"elm:context_link;itc:0;pos:1;sec:donut-hole;cpos:2;\">General Motors<\/a> Ford Motor and Chrysler-parent Stellantis \u2014 which assemble their U.S.-made vehicles in union-represented plants.<\/p>\n<p><a class=\"injectedLinkmain\" href=\"https:\/\/www.autoblog.com\/category\/uaw-unions\/\" data-ylk=\"elm:context_link;itc:0;pos:1;sec:donut-hole;cpos:3;\">United Auto Workers<\/a> (<a class=\"injectedLinkmain\" href=\"https:\/\/www.autoblog.com\/category\/uaw-unions\/\" data-ylk=\"elm:context_link;itc:0;pos:1;sec:donut-hole;cpos:4;\">UAW<\/a>) President Ray Curry said the provision will &#8220;create and preserve tens of thousands of UAW members&#8217; jobs&#8221; and &#8220;would be a win for auto manufacturing workers.&#8221;<\/p>\n<p>&#8220;The framework announced today supports good paying union jobs and stands to benefit our country for decades to come,&#8221; he said.<\/p>\n<p>Foreign automakers, however, have harshly criticized the decision to give union-made vehicles a big leg up. A dozen foreign automakers on Friday urged California&#8217;s two U.S. senators to oppose it, saying it was unfair to the state&#8217;s workers.<\/p>\n<p>The automakers including <a class=\"injectedLinkmain\" target=\"_blank\" href=\"https:\/\/finance.yahoo.com\/quote\/TM\" data-ylk=\"elm:context_link;itc:0;pos:1;sec:donut-hole;cpos:5;\" rel=\"noopener\">Toyota Motor Corp<\/a>, <a class=\"injectedLinkmain\" href=\"https:\/\/www.autoblog.com\/volkswagen\/\" data-ylk=\"elm:context_link;itc:0;pos:1;sec:donut-hole;cpos:6;\">Volkswagen<\/a> AG, <a class=\"injectedLinkmain\" href=\"https:\/\/www.autoblog.com\/hyundai\/\" data-ylk=\"elm:context_link;itc:0;pos:1;sec:donut-hole;cpos:7;\">Hyundai<\/a> Motor Co and <a class=\"injectedLinkmain\" href=\"https:\/\/www.autoblog.com\/bmw\/\" data-ylk=\"elm:context_link;itc:0;pos:1;sec:donut-hole;cpos:8;\">BMW<\/a> AG, which said in 2020 they collectively employed over 9,000 California residents and generated $19.7 billion for the state&#8217;s economy, asked Democratic Senators Dianne Feinstein and Alex Padilla in a letter seen by Reuters &#8220;to oppose any federally funded EV consumer incentives that do not treat California\u2019s auto workers as equal to every other American auto worker.&#8221;<\/p>\n<p>The Mexican government criticized the U.S. proposal, according to a letter released on Friday in which Economy Minister Tatiana Clouthier expressed her &#8220;strong concern&#8221; over the provisions, adding that it is &#8220;contrary to the regional value content rules agreed upon&#8221; in the United States-Mexico-Canada Agreement (USMCA) trade pact.<\/p>\n<p>Last week, Canada\u00a0said the tax credit proposals\u00a0could harm the North American auto industry and run afoul of trade agreements.<\/p>\n<h3><strong> OPPOSITION BREWING<\/strong><\/h3>\n<p>On Wednesday, the governors of 11 states, including Texas, Florida and Arizona, said they opposed the tax credit arguing it would create a &#8220;discriminatory environment in our states by punishing autoworkers and car companies because the workers in their plants chose not to unionize.&#8221;<\/p>\n<p><a class=\"injectedLinkmain\" href=\"https:\/\/www.autoblog.com\/tesla\/\" data-ylk=\"elm:context_link;itc:0;pos:1;sec:donut-hole;cpos:9;\">Tesla<\/a> and foreign automakers do not have unions representing assembly workers in the United States and many have fought UAW efforts to organize U.S. plants.<\/p>\n<p><a class=\"injectedLinkmain\" href=\"https:\/\/www.autoblog.com\/honda\/\" data-ylk=\"elm:context_link;itc:0;pos:1;sec:donut-hole;cpos:10;\">Honda<\/a> said in a letter Friday &#8220;this tax credit plan would pit Americans working for the three &#8216;legacy&#8217; companies against the American workers of other automakers.&#8221;<\/p>\n<p>The bill would award $6 billion for the U.S. Postal Service to purchase electric delivery vehicles and infrastructure. USPS said Friday it estimates under the bill &#8220;all delivery fleet acquisitions could feasibly be electric by 2028, and a corresponding 70% of our entire delivery fleet by&#8221; 2030.<\/p>\n<p>In February, USPS awarded a 10-year contract to Oshkosh Defense, a subsidiary of Oshkosh, to build a mix of internal combustion and EV delivery vehicles that could be worth $6 billion.<\/p>\n<p>The EV proposal eliminates phasing out tax credits after automakers hit 200,000 electric vehicles sold, which would make <a class=\"injectedLinkmain\" href=\"https:\/\/www.autoblog.com\/category\/gm\/\" data-ylk=\"elm:context_link;itc:0;pos:1;sec:donut-hole;cpos:11;\">GM<\/a> eligible, along with Tesla.<\/p>\n<p>Energy Secretary Jennifer Granholm defended the decision to exclude Tesla from the higher credit, telling CNBC: &#8220;We want to make sure that we do everything possible to encourage that business and labor really focus on elevating the standards for everyday Americans.&#8221;<\/p>\n<p>Earlier this month, over 100 House lawmakers signed a letter urging Speaker Nancy Pelosi to back the tax credit.<\/p>\n<p>The bill would create a new <a class=\"injectedLinkmain\" href=\"https:\/\/www.autoblog.com\/tag\/electric+bike\/\" data-ylk=\"elm:context_link;itc:0;pos:1;sec:donut-hole;cpos:12;\">electric bike<\/a> and three-wheel vehicle tax credit, a 30% credit for commercial electric vehicles and $4,000 used EV tax credit.<\/p>\n<p>It would authorize $3.5 billion for &#8220;domestic manufacturing conversion&#8221; grants for electric and other <a class=\"injectedLinkmain\" href=\"https:\/\/www.autoblog.com\/green\/\" data-ylk=\"elm:context_link;itc:0;pos:1;sec:donut-hole;cpos:13;\">green vehicles<\/a> and provide $3 billion to boost a U.S. loan program to retool existing auto plants to build more <a class=\"injectedLinkmain\" href=\"https:\/\/www.autoblog.com\/tag\/fuel+economy\/\" data-ylk=\"elm:context_link;itc:0;pos:1;sec:donut-hole;cpos:14;\">fuel efficient<\/a> models and expand it to cover zero-emission trains, airplanes, boats and Hyperloop technology.<\/p>\n<p><strong>Related video:<\/strong><\/p>\n<p><style><![CDATA[.embed-container { position: relative; padding-bottom: 56.25%; height: 0; overflow: hidden; max-width: 100%; } .embed-container iframe, .embed-container object, .embed-container embed { position: absolute; top: 0; left: 0; width: 100%; height: 100%; }]]><\/style>\n<\/p>\n<div class=\"embed-container\">\n <lite-youtube videoid=\"FfiTQJC6lkU\" style=\"background-image: url('https:\/\/i.ytimg.com\/vi_webp\/FfiTQJC6lkU\/maxresdefault.webp');\"\/>\n<\/div>\n","protected":false},"excerpt":{"rendered":"<p>WASHINGTON \u2014 A $1.75 trillion Democratic spending proposal could give a big boost to electric vehicles especially to Detroit&#8217;s Big Three automakers and the U.S. Postal Service, but it faces opposition from Republicans, foreign automakers, Canada and Mexico.
